Montenegro: Key expert 2: - Expert IBM (Montenegro)

The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for an Integrated Border Management Expert as part of a Lot7 short-term mission in Montenegro entitled “Integrated Border Management Strategy-Improving monitoring and reporting framework“.

The overall objective is to support the Ministry of the Interior to monitor and report on the implementation of the Integrated Border Management (IBM) Strategy.

The purpose of this technical assistance is to a improve and update a results monitoring measuring framework for the IBM Framework Action plan, with clear results and indicators of impact, on the basis of the objectives and measures currently included in the IBM Strategy and Framework Action Plan.

All experts mobilised under this contract must:

• Be proficient in English language
• Have excellent communication and speaking skills
• Have sound knowledge about the EU, its policies, financial mechanisms and the EU accession process
• Have sound knowledge of evaluation and monitoring principles and standards
• Prior experience in programing/assessing SBS in IPA II or ENI countries would be an advantage.

Key expert 2: - Expert IBM

Qualifications and skills

· At least a Master's Degree in a discipline related to the objectives of the project, or if no Master’s degree, professional experience of at least 5 years above the minimum general professional experience requested below;

General professional experience

· A minimum of 8 years of professional experience in the formulation, elaboration, implementation or monitoring of IBM strategies.

Specific Professional experience:

· at least 8 years in the field of integrated border management; experience in IBM strategies.

The provisional starting period of the assignment is December 2016. The period of implementation of the contract will be 365 days from the start date.

The assignment will be carried out primarily in Podgorica, Montenegro and will require travelling within the country.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
