The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for a Team Leader senior expert as part of a Lot7 short-term mission in Montenegro entitled “Integrated Border Management Strategy-Improving monitoring and reporting framework“.

The overall objective is to support the Ministry of the Interior to monitor and report on the implementation of the Integrated Border Management (IBM) Strategy.

The purpose of this technical assistance is to a improve and update a results monitoring measuring framework for the IBM Framework Action plan, with clear results and indicators of impact, on the basis of the objectives and measures currently included in the IBM Strategy and Framework Action Plan.

All experts mobilised under this contract must:

  • Be proficient in English language
  • Have excellent communication and speaking skills
  • Have sound knowledge about the EU, its policies, financial mechanisms and the EU accession process
  • Have sound knowledge of evaluation and monitoring principles and standards
  • Prior experience in programing/assessing SBS in IPA II or ENI countries would be an advantage.

Key expert 1:Team Leader senior expert

Qualifications and skills

· At least a Master's Degree in a discipline related to the objectives of the project, or if no Master’s degree, professional experience of at least 5 years above the minimum general professional experience requested below;

General professional experience

• Minimum 5 years of experience in monitoring, reporting and evaluation of programs, policies, instruments, setting monitoring, reporting, performance measurement methodologies; data treatment and assessment and reporting of policies and programs;

• It would be considered as an asset if the expert has minimum 2 years of experience in the enlargement region and good knowledge and experience in functioning of the IPA instrument.

Specific professional experience

• Elaboration of indicators and performance frameworks.

• at least 3 years of experience in analysis of the information flows, setting up tools, methodologies, procedures for monitoring and reporting,

· Experience in the preparing at least 1 (one), preferably 2 (two) sector budget support projects.

The provisional starting period of the assignment is December 2016. The period of implementation of the contract will be 365 days from the start date.

The assignment will be carried out primarily in Podgorica, Montenegro and will require travelling within the country.
