Afghanistan: Key expert 2: Legal expert in Afghan Criminal Justice

The intended start date is 01/12/2018

The period of implementation of the contract will be 36 months from this date.

The Bureau for Institutional Reform and Democracy – BiRD GmbH is currently accepting applications for a Key expert 2: Legal expert in Afghan Criminal Justice (min. 500 wd) for the EU-funded project TA to the Attorney General's Office of the Islamic Republic of Afghanistan.

Qualifications and skills

• A university degree in Law or Sharia law (at the level of LLB or equivalent). A Master degree in Law, Sharia law or criminology (i.e. LLM or equivalent) or further post-graduate or professional training (e.g. membership of a Bar Association) would constitute an asset.

• Working knowledge of English.

• Fluency in Dari. Knowledge of Pashto would be an asset. The contractor cannot substitute this language requirement by calling on interpreter/translator services.

General professional experience

At least 5 years of relevant work experience as a legal practitioner (barrister, lawyer, legal adviser, etc.) in either a public or an academic institution, private law firm, legal-aid provider, International Organisation, Civil Society Organisation or similar entities in a country with an Islamic legal system in a post-war/conflict reconstruction context.

Specific professional experience

• At least 4 years of relevant working experience in Afghanistan;

• At least 2 years of experience as trainer or coach for legal practitioners of the Afghan criminal justice system. Experience as lecturer of law in formal educational setting (e.g., at university level) would constitute an asset;

• Sound understanding and expertise of the Afghan criminal justice system and anti-corruption legal and policy instruments, proven by no less than 3 years of working experience on matters pertaining to the Afghan criminal justice sector;

• Professional experience as legal consultant/adviser on justice sector reform subjects for judicial institutions in Afghanistan would constitute an asset;

• Local expertise and familiarity with the context and key stakeholders in the Afghan judicial institutions' landscape, proven by relevant work experience, would be considered an asset.
