The period of implementation of the contract will be 36 months from this date.
The Bureau for Institutional Reform and Democracy – BiRD GmbH is currently accepting applications for a Key expert 1: Team Leader (min. 500 wd) for the EU-funded project
TA to the Attorney General's Office of the Islamic Republic of Afghanistan.
Qualifications and skills
• A university degree (at the level of LLB or equivalent) in law or closely related fields. A Master/PhD degree in Law or closely related fields, or equivalent professional qualification (e.g., bar exam) would be an asset.
• Full working knowledge of English, including excellent drafting and editing skills.
• Knowledge of Dari and/or Pushtu would be an asset. General professional experience
• At least 10 years of relevant professional experience either as a judge, or prosecutor, or practicing lawyer or in the administration of a judicial institution at managerial level or as legal adviser/legal consultant in international development projects.
• Working experience as Team Leader in at least 1 development project (working experience as TL in a EU development project will be given preference).
Specific professional experience
• At least 5 years of relevant working experience in a country with an Islamic legal system in the implementation of projects focused on capacity building, institutional strengthening and/or technical assistance within Justice Sector reform. In this context, such experience gained in a postwar/ conflict reconstruction environment would be an asset. Experience gained in Afghanistan would constitute an additional distinctive asset;
• Proven knowledge of the Afghan criminal justice system would be a distinctive asset, demonstrated by direct experience in the field through at least 1 project of a duration no less than 12 months implemented in Afghanistan;
• Previous working experience in the design and delivery of training programmes for judges, prosecutors and/or justice institutions' administrative staff in Afghanistan would constitute a distinctive asset.
• Sound understanding of the current issues related to Anti-Corruption and Violence Against Women in Afghanistan, demonstrated through relevant project experience, would constitute an asset.
• Sound understanding of international and/or EU policies regarding justice and anti-corruption, demonstrated through relevant project experience, would be an asset;
• Familiarity with EU implementation modalities, Project Cycle Management and the logical framework approach would be an asset.
