Reference:Strategic evaluation of the transformation partnership with Tunisia, Morocco and Jordan (funded by the German Federal Foreign Office)
Period of time: The evaluation will be conducted between October 2017 and November 2018. The detailed work plan and scope of work depend on the final team composition.
Expert Profile
General Professional Experience
· At least 5 years of work experience in the Foreign Cultural Policy and Educational Policy in volatile contexts and /or in the field of crisis prevention
· Substantial experience with evaluations in an intercultural environment. Experience in the target region will be considered an asset
· Profound knowledge of the MENA region (in particular Tunisia, Morocco, Jordan), proven by work stays and/or academic work
Specific Professional Experience
Competencies in evaluations:
o Conduct of complex evaluations (e.g. portfolio evaluations or strategic evaluations)
o Conduct of evaluations for relevant institutions and organisations
o Processing of programme and project evaluations
o Membership in professional bodies in the domain of evaluations
o Academic lectures on expert conferences
o Publications in professional journals
Expertise in evaluation methodology and/or relevant social-science methods:
o A University Degree with a focus on quantitative and/or qualitative data collection and data analysis
o Further trainings in the field of quantitative and/or qualitative data collection and data analysis will be considered a strong asset
Language Skills
· English and/or French
· Knowledge of Arabic and German will be considered an asset
