Expert 1: Team leader – Strategic planning and Policy Development at central level – Category I (70 w/d)

Location: Kosovo

The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for an Expert 1 – Team Leader (Category I) for the mission entitled “**Support for Strategic Planning Office” in Kosovo.**

Global objective

The global objective is to improve quality of Economic Reform Program (ERP) and implementation National Development Strategy (NDS), Economic Reform Program (ERP) and European Reform Agenda (ERA)

Specific objective(s)

1. Support to the Office of Prime Minister/Strategic Planning Office, Ministry of Finances and selected line ministries in improvement the development of ERP, through increased alignment with key policy planning documents and their reflection into the government annual work plan (GAWP)

2. Support the National ERP Coordinator and its structures in ensuring link between the macroeconomic and fiscal scenario and the structural reform agenda, including costing and ensuring better integration with short-term and mid-term budgetary planning of reform measures

3. Support selected line areas (energy and education) in better policy planning of ERP 2018 measures and implementation of the 2017 priorities

Expert 1 - Team leader – Strategic planning and Policy Development at central level – Category I (70 w/d)

• At least Master degree in social, political, or economic sciences; or

• Bachelor degree in social, political, or economic sciences with 5 year of experience (in addition to the minimum number of years required under general professional experience below); or in absence of a degree

• 10 years of experience in social, political, or economic sciences (in addition to the minimum number of years required under general professional experience below)

General professional experience

• At least 12 years professional experience in the field of social, political, or economic sciences.

Specific professional experience

• At least 3 years, preferable 6 years of professional experience in the management position or team leader position in the institutional reform area

• At least 2 years, preferable 4 years of experience in policy planning and coordination, policy formulation, including budgetary impact assessment

• At least 2 project preferably 4 projects related to building monitoring and evaluation systems

Location and Duration

Starting period

The indicative starting date would be October 2017.

The foreseen ending date is June 2018.

Location

At least 95% of time to be spent in Kosovo.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.
