The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for a Team Leader (Category I) as part of a Lot7 short-term mission in Sri Lanka entitled “**Identification and formulation of focal sector and action(s) on Good Governance and Reconciliation”.**
The global objective of the assignment is to identify and formulate priority areas for a new focal sector on Good Governance and Reconciliation by considering a medium and long-term time-frame of Reform processes.
The specific objective of the assignment is two-fold:
· Identify and frame the new focal sector on Good Governance and Reconciliation to be included in the reviewed Multiannual Indicative Programme 2014-2020.
· Identify and subsequently formulate (a) detailed proposal(s) and/or programme(s), including activities, expected results, implementation modalities, delivery mechanisms, budget estimates and complete logical framework.
Key Expert 1:Team Leader – Category I(Lot7 short-term mission)
Qualification and skills**
Advanced university degree (Master's degree or equivalent) in political or social science or law or public administration or related fields.
General professional experience:
A minimum of twelve (12) years of international professional experience[1] in development cooperation in developing countries.
Specific professional experience:
· Demonstrated experience in support development programmes (formulation/ implementation/ evaluation) preferably in Asia;
· Experience in leading missions (identification/formulation);
· Demonstrated experience in the fields of good governance both/either effective governance (transparency, combat corruption, public administration, decentralisation etc.) and/or democratic governance (accountability, participation, rule of law, human rights etc.);
· Demonstrated knowledge in sector review and appraisal and formulation projects/programmes in the given areas of expertise;
· Knowledge and experience in covering aspects of reconciliation and/or Transitional Justice and/or political economy analysis will be considered as strong assets;
· Expertise in problem analysis, stakeholder analysis and institutional capacity assessment;
· Knowledge of EU procedures for external cooperation.
Language skills
Excellent written and spoken English as well as excellent communication skills.
[1] International experience is defined as experience in countries others than the country of residence of the exper.
The assignment will tentatively take place during the following periods: Phase 1 Identification: from 1st March 2017 for 39 working days; Phase 2: Formulation: from 1st September 2017 for 37 working days. The period of implementation of the framework contract will be for a total of 18 months.
