The Bureau for Institutional Reform and Democracy – BiRD, is currently accepting applications for a Logistics expert (Category I) as part of a Lot7 short-term mission in Timor-Leste entitled Exploratory Mission (ExM) to Timor Leste.
The objective of the Mission is to assess and report to the European External Action Service (EEAS) and the European Commission (EC FPI) whether a deployment of an EU Election Observation Mission (EU EOM) to Timor-Leste for the forthcoming General Elections (foreseen for February 2017) would be useful, advisable and feasible. Moreover, the objective of the ExM is to produce specific documents containing clear information and recommendations ahead of the HRVP's decision on the deployment of a possible EU EOM.
All experts mobilised under this contract must demonstrate:
· Excellent written and spoken Portuguese and English.
· Demonstrated managerial and drafting skills of the experts would be beneficial as well as good interpersonal skills to work in a multicultural environment.
· Previous experience in the country and/or the region of the experts and good networks within the different sectors of society in order to be immediately operational will be an asset.
Key expert 2: Logistics Expert (Lot7 short-term mission)
Qualifications and Skills
· Advanced University degree (at least Masters level) in Economic Science, Management, Business Administration or any other discipline relevant to the assignment OR in absence of the Master's degree, equivalent professional experience of 5 years in the area related to Lot 12, to be added to the required general professional experience.
General Professional Experience
· At least 12 years of experience in the area related to Lot 12.
Specific Professional Experience
· The Expert (Senior) must have participated, at co-ordination level, to the planning and implementation of election observation missions with the EU. S/he must be able to assess logistics needs and costs and draft a tentative budget for an EU EOM. S/he must have experience in designing and drafting a budget and Terms of Reference for the security and logistic component of (electoral observation) missions and related projects.
In addition, participation in at least 2 election observation missions with international organisations. Those can include: Election Observation Missions (as a logistic expert or a project manager of the Service Provider), Election Assessment Team (as a logistic expert or a project manager of the Service Provider), Exploratory Mission (as a logistic expert).
She/he must have participated, at co-ordination level, to the planning and implementation of election observation missions with the EU. S/he must be able to assess logistics needs and costs and draft a tentative budget for an EU EOM. S/he must have experience in designing and drafting a budget and Terms of Reference for the security and logistic component of (electoral observation) missions and related projects.
Location(s) of assignment:Dili, Timor-Leste, with possible field visits.
The indicative starting date of the assignment is 2 December 2016.
