The Bureau for Institutional Reform and Democracy – BiRD, is currently accepting applications for a CSO Financial Sustainability & Accessibility Expert as part of a long-term EU-funded project in Albania entitled Technical Assistance to the Albanian Government to promote a more enabling environment for civil society development.
The overall objective of the project is to contribute to the creation of an enabling environment for civil society development in Albania by supporting competent government bodies in developing effective cooperation with CSOs based on common vision, shared values and mutual trust. **
The purpose of this contract is to strengthen capacities of Albanian government bodies to undertake necessary reforms leading towards more favourable legal, institutional and financial environment for civil society development.
The Key Expert 3 will provide support for strengthening the capacities and improve the CSO Financial Sustainability & Accessibility to enable the Financial Framework Programme (public funds for the development of civil society, self-financing, etc) and better fiscal frame & state financing for more favourable environment civil society development in Albania.
All experts mobilised under this contract must demonstrate:
- Good written and verbal command in English;
- Have excellent communication, analytical and organisational skills;
- Be proficient in report drafting; and
- Have excellent team working abilities.
Key expert 3: CSO Financial Sustainability & Accessibility Expert
Qualifications and skills
- Master’s Degree or equivalent, preferably in economics & public finance management.
- Very good command of English, both written and spoken (min. level 2 in the scale from 1 to 5 where 1 is excellent and 5 is basic),
- Computer literate.
General professional experience
Preferably 15 years but not less than 5 years of proven professional experience in relation to identification/design/ implementation/monitoring/evaluation in the Financial CSO Framework Policy Programme.
The project office will be located in Tirana, Albania, with regular travel to other parts of the country.
The intended start date is January 2017 and the period of implementation of the contract will be 18 months from this date.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
