The Bureau for Institutional Reform and Democracy – BiRD, is currently accepting applications for a Team Leader and Strategy Development Expert as part of a long-term EU-funded project in Albania entitled Technical Assistance to the Albanian Government to promote a more enabling environment for civil society development.
The overall objective of the project is to contribute to the creation of an enabling environment for civil society development in Albania by supporting competent government bodies in developing effective cooperation with CSOs based on common vision, shared values and mutual trust.
The purpose of this contract is to strengthen capacities of Albanian government bodies to undertake necessary reforms leading towards more favourable legal, institutional and financial environment for civil society development.
The Team Leader will plan, co-ordinate and direct the activities of the Project team to meet the intended objectives on the basis of the ToR of this contract and approved work plan(s) and cost estimate(s). This includes the drafting of ToR for non-key experts required under Project and the appropriate scheduling of their inputs. S/he will report directly to the Consultant, the EU Delegation Task Manager and the Beneficiary. As well, s/he will act as Secretary to the Project Steering Committee.
S/he will act as a Strategic Advisor to all Beneficiaries for all matters relating to Project’s implementation.
All experts mobilised under this contract must demonstrate:
- Good written and verbal command in English;
- Have excellent communication, analytical and organisational skills;
- Be proficient in report drafting; and
- Have excellent team working abilities.
Key expert 1: Team Leader and Strategy Development Expert
Qualifications and skills
- University degree in public administration, political science, law, economics or related disciplines.
General professional experience
- Minimum 10 years of professional experience in civil society development field, of which at least 3 years in technical assistance to public administration working on civil society related policies.
Specific professional experience
Experience in capacity building projects in support of public administration on at least two projects, as a team leader or project manager. Experience with similar assignments in Western Balkan countries will be an advantage.
Experience on at least one project in the role of expert for policy making, strategic planning, good governance or civil society engagement.
Experience in a multi-tasking and multi-cultural environment;
Knowledge of spoken and written English language at C1 level.
The project office will be located in Tirana, Albania, with regular travel to other parts of the country.
The intended start date is January 2017 and the period of implementation of the contract will be 18 months from this date.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
